1. Unbounded -difficult to identify boundaries, concept of boundary important in defining system.
2. Problem(s) are unclear.
3. No visible solutions – relates to not knowing what problem is.
4. Many stakeholders and groups therefore many perspectives.
5. Timescales long term.
